University of Helsinki

Eligible students can study courses in Law, Medicine, Finance, Technology, and Art, either in native Finnish language or in English language medium.
Aalto University was 100% tuition-free until 2017 when the rules were changed to allow students to begin paying fees. However, the new fees are still ridiculously low, compared to what is obtainable in other parts of the world. The University of Bergen is a foremost public university in Norway. They offer programs in medical sciences (dentistry, medicine, and healthcare), natural sciences, law, arts, and social sciences.
